Well I didn’t know this but apparently if you don’t play for X days your skill group expires on CS:GO.. Winning one game brings it back. 
After the win (and one loss, screenshot above) I got one lower rank than what I had before the inactivity.. Inactivity seems to lower your rank as well (unless that one loss did it).
